A concerted approach is best, but if one state is essential to success in global and Arctic dealings with the Russian Federation, it is the United States. ”8 Given the powerful internationalist preferences of the administration, this was good news for the region. Still, things have not been going all that well for President Barack Obama in the United States as of winter 2011, this despite a rebound following the 2010 mid-term elections.

If there’s to be serious trouble, it will probably come from the global surround and not from within the region itself. Second, the Arctic is not a whole region for purposes of hard security. On the contrary, it is a set of subregions. As such, it lends itself to the handling of local security issues as they arise, and not to regionwide collective measures to constrain the acquisition, deployment, and use of armed force. Third, whereas an Arctic-specific hard security agenda is very hard, if not impossible, to enact on a regional basis, climate change does serve to render the region rather more of an entirety for purposes of soft security and, as I have termed it thus far, civil cooperation.

They also make for avoidance. Attitudes come in two varieties, material and ideational. They are interconnected. Materially, some of us are attracted to the region as a source of huge wealth, of power and national greatness. The extraordinary beauty of Arctic places, their pristine quality, appeals as well. We may therefore be stirred to powerful care for the natural environment and its preservation in the Arctic as symbolic of overarching human need in an era of climate change. And yet we are also held back.
